Gulu City Struggles to Recover Youth Livelihood Funds

Gulu City Council administration is struggling to recover funds issued to different youth groups under the Youth Livelihood project (YLP) since its launch in 2013.

A report from Otto Santos, the Senior probation and welfare officer for Gulu City indicates that 78 youth groups from the two city divisions of Bardege-Layibi and Laroo-Pece have benefited from the YLP-project. 

Five groups benefitted in the 2023-2024 financial year.

They include; Bus Park C youth hair dressing, Vanguard youth goat project, Cubu Acoyo youth piggery, Pawel central Gen Tye youth poultry, and Oguru Bright star youth produce with each receiving between 6,000,000/= to 6,800,000 shillings.

Otto says the city authorities are currently profiling new groups from the two divisions for the 2026-2027 financial year to benefit from the same.

He says only 10 groups out of the 78 have completed their repayment.

Notable among them is Pongdwongo Youth poultry project which he says the City is considering to reward them with additional funding for exceptional performance.

Gulu City Council has only recovered 170 million shillings out of 600 million shillings disbursed under Youth Livelihood Project according to the City Senior Welfare and Probation Officer, an indicator that majority of the funds remain unrecovered.

In August 2024 Innocent Ahimbisibwe, the Gulu City Town Clerk said they have lost hope in recovering the funds.
