RDC Office Recovers Over Shs 7 Million Stolen from PDM Beneficiaries

The Office of the Resident District Commissioner in Kitgum District has recovered more than Shs 7 million fraudulently obtained from beneficiaries of the Parish Development Model (PDM) since 2024.

Geoffrey Oguti, Assistant RDC in charge of Chua East County, says the recoveries followed investigations into cases where individuals extorted money from beneficiaries or fraudulently accessed the funds meant to support household income generation.

According to Oguti, several suspects have been arrested in connection with the cases, while others remain under investigation.

Oguti cites the case of Ronald Komakech, a SACCO chairperson from Omiya-Nyima Sub-county, who allegedly obtained about Shs960,000 from community members during PDM operations.

The money was later recovered and refunded to the affected beneficiaries.

In another case, John Patrick from Onyala Parish in Namukora North Sub-county allegedly collected beneficiaries’ national identity cards and MTN SIM cards before extorting about Shs29 million from beneficiaries.

He is currently in prison on remand, although the stolen money has not yet been recovered.

Authorities are also pursuing Jimmy Ojiro Ndogo from Mucwini in Akara Parish, who remains at large after allegedly taking beneficiaries’ mobile phones and SIM cards used to access PDM funds.

Meanwhile, Joseph Okidi, Assistant RDC in charge of Chua West County specified that this year, shs 2 million was recovered from Lukwor Parish in Labongo Amida Subcounty, 980,000 recovered in 2025 and 600,000 recovered in 2024, from the same sub-county.

Investigations in and recoveries of PDM funds follow a December 2024 directive by President Museveni that all PDM funds obtained fraudulently be refunded.
