
Residents of Aduku Town Council in Kwania District have petitioned Gulsan Construction Company Limited, the contractor undertaking the Apac–Aduku–Lira–Kitgum road works, over poor access to their homes and businesses.
Led by their representative Simon Peter Ogwal, the residents say the ongoing construction has blocked entrances, raised road levels, and left open trenches, effectively denying them safe and reliable access.
They argue that despite the project being at an advanced stage, the contractor has failed to provide temporary access routes, ramps, walkways, and safe crossings.
According to the residents, the situation has disproportionately affected persons with disabilities (PWDs), the elderly, and others with mobility challenges, amounting to a violation of community and PWD rights.
They further claim that the lack of access has resulted in accidents and significant hardship. Simon Peter Ogwal says the affected community is demanding the immediate restoration of safe access to homes, businesses, and warehouses, as well as the installation of disability-friendly infrastructure, including ramps and pedestrian walkways.
However, David Mugulusi, a contractor attached to Gulsan Construction Company Limited, says the company does not have jurisdiction over the road.
He advises residents to channel their concerns to the Ministry of Works and Transport, which he said is responsible for design adjustments.
Efforts to obtain a comment from Allan Ssempebwa Kyobe, the Public Relations Officer at the Ministry of Works and Transport, were unsuccessful, as he did not respond to repeated phone calls.
