Gulu Education Department Mulls Registration of Foreign Students

The Gulu City Education department is considering carrying out registration of foreign learners at learning institutions in the City in order to establish their population.

This comes as Gulu City continues to receive a high number of foreigners from countries such as Eritrea, South Sudan, Ethiopia, DR. Congo and Afghanistan.

Richard Irwenyo, the Gulu City Education Officer says it’s currently hard to establish the exact number of foreigners including refugees in schools.

Irwenyo says the exercise will ease proper planning for facilities such as classrooms, desks and latrines.

In 2024, the Directorate of Citizenship and Immigration Control cautioned schools against enrolling foreign students who lack student passes and proper registration.

These learners, particularly in border districts, risk being barred from sitting national examinations due to non-compliance with immigration regulations.

Uganda hosts approximately 50,000 foreign students, yet only 14,000 are officially registered.
