
Phoebe Ayo, the Gulu district Speaker has criticized the denial of admission to youths without National Identity cards to the Acholi zonal skilling center at Oding, Unyama Sub County.
This comes after Anna Florence Alanyo, the Assistant Resident District commissioner (RDC) Gulu told a full council meeting that the skilling center is not accepting students presenting only National Identification Numbers (NIN).
She says only eight youths have so far qualified to join Oding after presenting National IDs and accordingly asks councilors to reach out to youths in their areas with National IDs to fill the remaining 16 slots.
Each district in Acholi sub region is given 24 slots every intake at Oding.
But in response, Ayoo, the speaker says it’s unfair to turn away youths who present NINs during service delivery such as joining the skilling center when the same information was permitted during the general elections.
She accordingly urges youth leaders to advocate for their constituents the youth.
According to National Identification and Registration Authority NIRA, the NIN can be used to access government services and social programs, registering SIM cards and mobile money accounts, voting and participating in elections, banking and financial transactions.
