
The Parliamentary Public Accounts Committee suspended its proceedings today following a heated exchange between lawmakers and Catherine Bitarakwate, the permanent secretary in the Ministry of Public Service.
The standoff began when Bitarakwate declined to clarify whether serving public officers are legally permitted to participate in electoral processes.

Committee Chairperson Gorreth Namugga and other members demanded answers regarding reports that teachers and civil servants served as presiding officers, polling officials and agents during the 2026 elections.
Bitarakwate repeatedly avoided a direct response, insisting the matter fell outside her mandate.
Her refusal to answer angered committee members, leading to a tense atmosphere in the chamber.
The chairperson suspended the session after Bitarakwate requested a 20-minute break to seek further guidance on the matter.
