
Peter Banya, the Gulu Resident City Commissioner (RCC) in charge of Laroo-Pece Division has warned that people who will misuse Parish Development Model (PDM) funds will be arrested.
Banya says that some people have been misled into thinking that government will not follow up on beneficiaries who misuse and fail to repay the funds.
He explained that it is important for people to repay PDM money when the time comes because there are plans by government to establish parish banksthrough PDM to make credit easily available to the population.
He said this is aimed at eliminating the habit of people depending on loan sharks who charge daily interest.
His remarks come at a time when officials are struggling to recover funds disbursed to beneficiaries under Emyoooga, another government poverty eradication program.
In November 2025, Government announced that it had released 529 billion shillings to finance savings and credit cooperatives created under the Parish Development Model (PDM) for the 2025–2026 financial year.
