Gulu city has strengthened partnership with its revenue contractors re-affirming transparency, accountability and improved service delivery.
Ahimbisibwe Innocent, the Town Clerk for Gulu City says meeting the contractors helps the City Council to know its contractors better, understand the challenges they face and agree on practical ways of improving revenue collection.
Ahimbisibwe says that as part of measures to strengthen accountability, the city has come up with a new strategy under which the Procurement and Disposal Unit (PDU) which will prepare weekly revenue payment schedules for every contractor.
He cautions contractors against complacency, noting that negligence often results into mistakes that can lead to contractual breaches and financial losses.
Charles Odida, representing Gulu City Traders, raised concerns over blocked drainage and a malfunctioning toilet system at the city market, saying the poor sanitation discourages market users and negatively affects revenue collection.
Julius Acire Labeja, the Gulu City Mayor urges contractors to uphold professionalism in all their dealings with members of the public, emphasizing that good customer care is essential for voluntary tax compliance and building public confidence in the city’s revenue collection system.
Acire has directed contractors to ensure that all revenue collectors wear identifiable uniforms while on duty to make it easier for taxpayers to recognize authorized personnel and reduce opportunities for fraud.
