The deputy resident city commissioner for Laroo pece division in Gulu city, Peter Banya has instructed the Lc1 chairpersons to tighten security on the time for opening bars.
Hon Minister Balaam Barugahare recently directed that all bars must strictly be opened at 3pm.
On August 10th 2026, the Hon Minister directed bars, Malwa joints and other alcohol-selling establishments not to open before 3 p.m. on working days, stepping up efforts to curb daytime drinking in a country where harmful alcohol use has long been flagged as a major public health and productivity concern.
Speaking to over 80 LC1 chairpersons of Gulu city yesterday from the mayor’s garden in Gulu city, Banya asked the LC1s to tighten enforcement and ensure that the bars in their different areas are strictly opened at 3pm and close at 7pm.
Banya says that this is the best directive ever because the biggest problem of Acholi is alcohol, they drink like there is no tomorrow with others brushing their teeth with liquor.
Banya notes that Acholi land is an agricultural land therefore people should practice farming to the fullest, this means they should spend more of their time in the farm not the bars.
Banya says nobody can challenge the minister’s directive unless he/she is an enemy of this country therefore people should first work and then open the bars later.
Banya confirms that so far, he has arrested two ladies violating the minister’s directive and any LC1 whose area will be found with an open bar at the wrong time, will be arrested first then the culprits later.
