
Gulu district councilors’ sitting allowances have been reduced by half due to low local revenue collections.
The councilors who had been earning 500,000 shillings per sitting are now earning about 250,000 shillings, according to the Phoebe Ayo, the District Speaker.
Ayo says the pay cuts started on the 11th of last month following recommendations from the Auditor General.
The Local Government Act CAP 138 states that the payments of the district council shall be 20 percent of the locally raised revenue of the previous financial year.
In the current financial year 2025/2026, the district has projected to collect 963.4 million but as of November, only 52 .1 million (about 5 percent) had been collected, according to the finance department.
