Poor computer skills among Parish Chiefs are slowing the implementation of government programmes in Agago District, delaying beneficiary payments, data entry, and enrolment.
Wilson Otto, the Agago District Chairperson says many Parish Chiefs are struggling to operate government-issued tablets and access electronic systems used to implement programmes such as the Parish Development Model (PDM) and livestock restocking.
Otto has directed the Chief Administrative Officer to organise fresh computer training for Parish Chiefs aged between 45 and 60 years, saying digital skills are increasingly essential for government work.
He says the lack of computer skills is contributing to delays in processing beneficiary payments and undermining the effective implementation of government programmes.
The problem has particularly affected the livestock restocking programme, where only 300 of the 702 approved beneficiaries had received funds, according to the district.
Otto says Parish Chiefs are responsible for collecting and entering information that government relies on to identify beneficiaries and plan service delivery.
Geoffrey Olara, the Parish Chief of Kiwaro Parish in Lukole Sub-county, said the distribution of tablets without adequate training has left some officials unable to effectively use the devices.
