
Kidega George Nicholas, the Gulu City Principal Commercial Officer has decried the elimination of Emyooga loan defaulters from benefiting in the ongoing cattle restocking programme underway in Gulu City by the office of the Resident City Commissioner.
He says the program guidelines is very clear with a clear definition of who should benefit spelt by the office of the prime minister.
On Monday, Peter Banya the Deputy Resident City Commissioner for Laroo-Pece Division directed the LC1 Keyi A cell in Kasubi ward to remove the name of Yoorach Patrick, the former Bardege Division speaker from among beneficiaries in the ongoing cattle compensation programme on grounds of defaulting loan repayment in one government programme.
Ocaya Johnson, the secretary to the area LC1 Keyi A says Yoorach Patrick is included in the list with his mother as LRA former abductees which is in line with the guidelines issued by the office of the Prime Minister.
He says Yoorach is defaulting a loan acquired from Bardege-Layibi Gulu City Local Leaders Emyooga SACCO under Kica Ber Emooga Association.
In a letter our reporter saw from the LC’s office dated 4th October and 5th December 2025, the Sacco leadership issued a loan recovery notification letter reminding him and the association members to clear their loan arrears owed to the Sacco.
According to Guidelines issued by the Office of the Prime Minister in December 2025, the elderly persons, people living disabilities (PLW), widows, orphans, former LRA abductees, female-headed households, and unskilled or unemployed youth are regarded as primary benefactors for consideration.
