Construction of Latanya Seed Secondary School Nears Completion at 98.1%

Latanya Seed Secondary School in Olangang Village, Golo Parish, Latanya Sub-county in Pader District is nearing completion, with construction works now at 98.1 percent.

The 3.06 billion shillings’ project is being funded by World Bank and Government of Uganda implemented through the Uganda Intergovernmental Fiscal Transfers (UgIFT) programme.

According to the latest progress report from the contractor, Abayo Foundation Stores Limited, only minor finishing works remain before the facility is fully handed over for use. 

The project includes three classroom blocks, a science laboratory, an administration block, teachers’ houses and kitchens, an ICT and library block, a multipurpose hall, latrines, a rainwater harvesting system, a sports field, and other external works designed to support both learning and accommodation.

Construction began on December 23, 2022, under an initial 18-month timeline.

It was later extended to 36 months, shifting completion from June 2024 to December 2025. 

Contractor Abayo Foundation Stores Limited director David Olak Lokolomoi says most structures are already complete and in use, with learners occupying parts of the school since February 2025.

He notes that the remaining works include installation of fume cupboards in the science laboratory, supply of bookshelves for the library, laying underground electricity cables, improvement of the sports field, and correction of minor defects identified during use.  Lokolomoi attributes delays to shortages of suitable timber for furniture, theft at the construction site, and delayed payments for completed works.
