




Gilbert Olanya, the Kilak-South Member of Parliament has opened a General Inquiry form against top Gulu City leaders over irregularity in the cattle compensation forms.
Olanya has asked Police to investigate Ambrose Onoria, the Resident City Commissioner (RCC) for Gulu City, Peter Banya, the Deputy RCC for Laroo-Pece Division, Amir Kamba, the Deputy RCC for Bardege-Layibi divison and John Luwa, the Gulu City Planner.
Olanya says that these individuals should be investigated for giving out cattle restocking forms to residents in Gulu City.
Recently, a number of Gulu City residents filled out a form acknowledging that they have received five million shillings meant for cattle compensation.
The case has been registered under GEF 037/2026.
In a press statement recently, officials from the Office of the Prime Minister noted that there are irregularities in way how cattle compensation forms are being filled by residents in Gulu City.
OPM Officials clarified that beneficiaries should not sign any document of receipts of funds which they have not yet received.
