Lamwo District Approves Shs35.4 Billion Budget Amid Council Chaos

Lamwo district has approved a 35.4 billion shillings budget for next financial year amid confusion and disagreements among Councilors.

Odur Justine Peace, the Secretary for Production, presented the estimates on behalf of the finance secretary. 

He says the budget follows the Public Finance Management Act and will fund health, education, roads, water, and administration.

However, Councilors say they received conflicting messages regarding whether the sitting would take place.

Some Councilors, including James Ochola, the District Speaker say they were informed that the meeting was canceled because the District Chairperson and the RDC had to attend President Museveni’s swearing-in ceremony.

Speaker Ochola criticizes the confusion directly citing that council must continue as long as quorum is realized adding that it is improper for district business, especially budget approval, to be delayed.

Some Councilors who preferred not to be mentioned say it would have been better for the incoming council to handle the approval and also express dissatisfaction.

Despite the turmoil, the budget was passed unanimously while the incident has raised concerns about transition and management.
