Only 60 percent of learning institutions in Gulu City including nursery, primary, secondary and tertiary institutions are operating legally, according to reports.
Gulu City currently has 203 nursery schools, 109 primary schools including 41 government aided and 68 private.
The City also has 25 secondary schools including seven government and 18 private.
Meanwhile, the City has 16 tertiary institutions including nursing and vocational schools.
Richard Irwenyo, the Gulu City Education Officer says 40 percent of the schools are acquiring licenses or are being registered.
He however says that 20 percent of the above schools are currently processing their documents and will be allowed to open for first term while the remaining 20 percent might not be allowed to open.
Irwenyo explains that some of the affected schools shunned a validation exercise that was carried out last year by the education department.
