There has been an influx of traders onto pavements along busy streets in Gulu city creating congestion.
This follows the eviction of hundreds of vendors from road reserves and kiosks during the implementation of the trade order.
A fresh fruits trader who spoke on condition of anonymity says she was forced to start selling her produce on the pavement near the main market after her kiosk was demolished by city authorities in March.
She explains that selling fresh fruits in the evening is her only means of earning income to support her family of five.
Kenneth Rubangakene, an employee of Gulu NGO forum says, this is an indication of a lack of enforcement of policies.
Rubangakene says that there is a need for the city to investigate where revenue collected from the evening traders goes considering that it is collected in cash instead of digitally as recommended.
